Charles Jay Taylor wurde 1855 in New York geboren. Er studierte Jura an der Columbia University und anschließend Kunst an der Art Students League, der National Academy of Design (bei Eastman Johnson) und am City College of New York sowie in London und Paris. Er lieferte Illustrationen für die New Yorker Daily Graphic sowie Zeitschriften wie Harpers, Puck und Punch. Sein Buch „Taylor Girls“ brachte ihm internationale Anerkennung ein.
