Er wurde als Edwin John Foley um 1859 in Fisherton Anger, Wiltshire, geboren und war das zweite Kind und der älteste Sohn des Möbelherstellers Arthur Foley von den Fisherton Cabinet Works in Salisbury und seiner Frau Jane. Er erhielt zumindest teilweise seine Ausbildung in London, wo er bei seinem Onkel und seiner Tante, Peter und Rhoda Marie Brown, lebte. Er arbeitete mindestens seit den frühen 1880er Jahren als Designer für seinen Vater, lebte aber 1891 in der Charlotte Street in Marylebone mit seiner Frau Louisa Maud (geborene Hayford), die er 1882 geheiratet hatte. Sie hatten drei Kinder: Conrad Hayford (geb. 1885), Hubert Edwin (geb. 1887) und Alan Victor (geb. 1888).
