William Turner fue un pintor inglés especializado en paisajes acuarelados. A menudo se le conoce como William Turner de Oxford o simplemente Turner de Oxford para distinguirlo de su contemporáneo J. Una de sus obras más conocidas es una vista de la ciudad de Oxford desde la colina de Hinksey. Turner nació en Black Bourton, Oxfordshire. Era el mayor de tres hijos y tenía dos hermanas menores. Su padre murió en 1791, y fue criado por su madre durante esta primera etapa de su vida. En 1803, se fue a vivir con su tío, también llamado William Turner. Inicialmente vivieron en Burford, pero en 1804 se trasladaron a la casa señorial de Shipton-on-Cherwell. Debido a su interés por el dibujo, Turner se unió a John Varley en Londres. En 1807, realizó su primera exposición en la Royal Academy. Fue elegido miembro pleno de la Watercolour Society en 1808 y participó en sus exposiciones anuales durante el resto de su vida. En 1810, Turner regresó a Oxfordshire. Vivió en Woodstock hasta 1811. Después vivió en Oxford y sus alrededores. En 1824, Turner se casó con Elizabeth Ilott en Shipton-on-Cherwell y vivió en London Road, St Clement's. A partir de 1833, vivió en el número 16 de St John Street en el centro de Oxford. En 1831, la iglesia parroquial de Shipton-on-Cherwell fue demolida y en su lugar se construyó una iglesia de estilo neogótico georgiano, diseñada en estilo gótico decorado por William Turner. Turner died at his home in St John Street, Oxford in 1862. A blue plaque marks the house where he lived. William and his wife are buried in Holy Cross parish churchyard at Shipton-on-Cherwell. In 1896 a memorial chancel screen was installed in the church, with a brass plaque reading "Erected in memory of William Turner of Oxford, Water Colour Painter and architect of this church."
