William Turner était un peintre anglais spécialisé dans les paysages à l'aquarelle. Il est souvent connu sous le nom de William Turner d'Oxford, ou simplement Turner d'Oxford, afin de le distinguer de son contemporain J. M. W. Turner (également appelé William). Nombre des tableaux de Turner représentent la campagne autour d'Oxford. L'une de ses œuvres les plus célèbres est une vue de la ville d'Oxford depuis la colline de Hinksey. Turner est né à Black Bourton, dans l'Oxfordshire. Il était l'aîné de trois enfants et avait deux sœurs cadettes. Son père est mort en 1791, et il a été élevé par sa mère durant cette première partie de sa vie. En 1803, il est allé vivre avec son oncle, également appelé William Turner. Ils ont d'abord vécu à Burford, mais ont déménagé en 1804 au manoir de Shipton-on-Cherwell. En raison de son intérêt pour le dessin, Turner a rejoint John Varley à Londres. En 1807, il a tenu sa première exposition à la Royal Academy. Il a été élu membre à part entière de la Watercolour Society en 1808 et a participé à ses expositions annuelles pour le reste de sa vie. En 1810, Turner retourna dans l'Oxfordshire. Il vécut à Woodstock jusqu'en 1811. Ensuite, il habita à Oxford et ses environs. En 1824, Turner épousa Elizabeth Ilott à Shipton-on-Cherwell et vécut à London Road, St Clement's. À partir de 1833, il résida au 16 St John Street dans le centre d'Oxford. En 1831, l'église paroissiale de Shipton-on-Cherwell fut démolie et remplacée par une église de style néogothique géorgien, conçue dans un style gothique décoratif par William Turner. Turner died at his home in St John Street, Oxford in 1862. A blue plaque marks the house where he lived. William and his wife are buried in Holy Cross parish churchyard at Shipton-on-Cherwell. In 1896 a memorial chancel screen was installed in the church, with a brass plaque reading "Erected in memory of William Turner of Oxford, Water Colour Painter and architect of this church."
