William Turner era un pittore inglese specializzato in paesaggi ad acquerello. È spesso conosciuto come William Turner di Oxford o semplicemente Turner di Oxford per distinguerlo dal suo contemporaneo J. M. W. Turner (noto anche come William). Molti dei dipinti di Turner raffigurano la campagna intorno a Oxford. Una delle sue opere più famose è una veduta della città di Oxford dalla collina di Hinksey. Turner nacque a Black Bourton, nell'Oxfordshire. Era il maggiore di tre figli e aveva due sorelle minori. Suo padre morì nel 1791, e fu allevato da sua madre durante questa prima parte della sua vita. Nel 1803, andò a vivere con suo zio, anch'egli chiamato William Turner. Inizialmente vissero a Burford, ma nel 1804 si trasferirono alla casa padronale di Shipton-on-Cherwell. A causa del suo interesse per il disegno, Turner si unì a John Varley a Londra. Nel 1807, tenne la sua prima mostra alla Royal Academy. Fu eletto membro effettivo della Watercolour Society nel 1808 e partecipò alle loro mostre annuali per il resto della sua vita. Nel 1810, Turner tornò nell'Oxfordshire. Visse a Woodstock fino al 1811. In seguito visse a Oxford e nei dintorni. Nel 1824, Turner sposò Elizabeth Ilott a Shipton-on-Cherwell e visse a London Road, St Clement's. Dal 1833 in poi, visse al numero 16 di St John Street nel centro di Oxford. Nel 1831, la chiesa parrocchiale di Shipton-on-Cherwell fu demolita e al suo posto fu costruita una chiesa in stile neogotico georgiano, progettata in stile gotico decorato da William Turner. Turner died at his home in St John Street, Oxford in 1862. A blue plaque marks the house where he lived. William and his wife are buried in Holy Cross parish churchyard at Shipton-on-Cherwell. In 1896 a memorial chancel screen was installed in the church, with a brass plaque reading "Erected in memory of William Turner of Oxford, Water Colour Painter and architect of this church."
