Franz Xaver Andreas Petter foi um artista austríaco. Petter nasceu em Lichtental; seu pai era pintor de porcelana, e pretendia-se que ele seguisse a mesma profissão, mas Petter desenvolveu um interesse pela pintura a óleo. Ele estudou com Johann Baptist Drechsler na Academia de Belas Artes de Viena. Franz Xaver Petter foi um dos mais importantes artistas de naturezas-mortas do período Biedermeier em Viena. Especializou-se em arranjos florais e, mais tarde, em arranjos de frutas e paisagens com flores, dando continuidade às tradições de representação das naturezas-mortas florais da Idade de Ouro holandesa. As pinturas de Petter eram muito populares entre a nobreza austríaca. Petter casou-se com Catherine Hamböck (1793-1858). Eles tiveram dois filhos, Theodore, que se tornou artista, e Gustav, músico. Franz Xaver Petter faleceu em maio de 1866 em Viena.
