The Disasters of War by Francisco de Goya, 1892

Meet the ultimate bad bureaucrat: a bat-winged monster hunched over a giant book, scribbling away with a quill. The caption 'Contra el bien general' (Against the general good) is Goya’s sarcastic label for politicians who make laws that hurt everyone. This etching comes from his famous 'Disasters of War' series, created during the brutal Peninsular War in Spain but hidden away until decades after his death because it was too controversial. Even though the series focuses on war, this plate shows that bad governance is just as monstrous, with suffering figures lurking in the background to prove the point.
